How is this catalog created? Flash?

Hi there!
I work for a company that does a lot of catalog production and we would be interested in creating a web based catalog like the link above displays. Is this piece completely Flash? Is there any other way to set up a catalog like this?

No flash, images with image maps and javascript tooltips. There's also mouseover effect

I am sure that you can make it entirely flash site (it'll probably looks even better)...

For the image maps you can find a program to generate them (there are free programs or if you have Image Ready it will do it too)
