It has nothing to do with FF vs. IE, they both render image maps the same way. If you read the lessons on how to create an image map, you will know how they got the links to appear 'over' the text.
An alternative is to use an image as a background to a div, and position actual WORDs as links inside the div. That requires that you learn HTML AND CSS.
