scroll-moving DIV problem

Hi!

I have a DIV which must move when scrolling down

The problem alignment of the rest of the page has been modified (If you click in top menu Network link you will see the original...) because of this line

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3c.org/TR/1999/REC-html4...1224/loose.dtd">

(this line is necessary to move DIV when scrolling....)

How can I solve this?
Do you have other way to do this moving DIV?

Your DOCTYPE really hasn't much to do with whether or not the div floats.
You can use javascript to make that div follow down the page.

Honestly I dont understand how it works but if you save locally the html and you delete this line you will see that DIV doesnt move at all ...

Do you have any example of alternative method?
