I'm not sure if this topic came up in the past .. (i'm sure it has)... but how does one go about adding RSS news feeds to an HTML page? you know the type scrolling across pages and updated by the minute or daily.

is there a site that write the script for you and how does one go about adding that to the html page. or, if that's not advisable, which is the best way to go about doing this?

ps: i'm quite new to the web design thing.

There are lots of tools available on the net to convert rss to html, rss to javascript. Even you can format the rss feed to display according to your need.

here is an example:-

The highlighted address is your rss feed address. You can change it according to your need. for more information on how to change the style of feeds, associated a style sheet you can check following document:-
