scroll bar in dreamweaver

I am using dreamweaver to build a webpage. I have two frames and I need each one to scroll. One does but the other doesnt, instead you just cannot see the text that is not in view. How can I fix this.

you can do YES/NO/AUTO. Without the scrolling the browser should set it to auto.
