depends on how much access you have to the server.
index.html is one of the default filenames that is served out when the the URL ([www.] or server.tld is requested. So unless you have the access to change that or change the order you don't have any options.
put the announcement in the index page somewhere..?? or else I'd edit the .htaccess file so it goes to the page you want viewed first, then put a link to the home page on the new page..

splash pages were outlawed in 1998. And any website still using them are banished to the end of the Internet
