I think a missing part of this conversation is what needs to be coded. For XHTML/CSS you could probably find cheap, it is simpler, and a lot more people can do it comparred to more advanced coding. For PHP, mySQL, ASP, etc, etc. I would check out Get a Freelancer as mentioned, and also oDesk which is pretty cool IMO, although I've never used either as a buyer.
Those PSD 2 XHTML sites are probably not an option for affordability, since most of them are targeting people who need things done super fast.
