I use Aptana studio. It's a full-featured, free IDE based off of eclipse. You can either get it standalone or as a plugin to an existing eclipse installation. It has every feature you would ever need. Syntax highlighting, builtin FTP (and SFTP!) support, many plugins (even one for Adobe AIR!), and much, much more.
