Do you mean the menu bar changes colour or shading when the mouse hovers over it? if so that can be done with CSS.
As for the sub menus (which I assume you would want to show on hover also) I believe they need to be done with something like Javascript & DHTML

I think we would need to see your css as well as the html.
dreamweaver would have created a spry bar menu css file, which can be seen in your html file <link href="SpryMenuBarVertical.css" rel="stylesheet" type="text/css" />
can you post this up please.
