What I mean to ask is:

I have seen people take an image, then put another image in that same image, and have that image followed by a procession of others which follow it until it repeats back to the first image...and just keeps replaying itself.

How is it one makes something like this?

An animated gif is a series of 'frames' that 'play' to create the animation. You can make animated gifs using Fireworks, and there are some other software packages that will also do it.

ah, I was crossing my fingers there was a simple "Upload" kind of program one could use to get it done.

Fireworks is probably the best one out there today, yes. However, if you can get your hands on a copy of Photoshop CS or CS2, it comes with ImageReady, which was also pretty decent for making animated gifs.

adobe products: fireworks, imageready, and flash can all create animated gifs.

Animation shop is the JASC (Corel) GIF editor and GIMP doesn't do animated gifs

but animation shop is part of the psp package or not?

Very true, provided the GAP plugin has been installed.

You could try this: http://www.gifworks.com/cgi-bin/gifworks.pl but I don't know if it would do what you want it to do. Making a gif like that tetris image isn't the easiest thing to do if you've never worked with animation before, which seems to be the case.

I had nothing specific in mind with the creation of an image, I just wanted to know how it was done

I think I've done it with Adobe ImageReady. IMO, though, the whole concept of animated gifs is overrated.
