Ok, I'm doing something very tricky and need some help.

I have a background made from a gradient. Dark blue fading down to light blue. I'd like it to be able to stretch no matter how tall the page is. It is going to be the back ground for the whole page, so there will be tables over top of it. [curse me not...]

what can i do here? Is there a way to say like "value @ line 1 = 100% blue, value at bottom = 40%blue?"

Here is the page, i'm finally converting it to code from illustrator, so it's in pieces. http://www.jaap-orr.com/greenbird

I need to fill that white area with this Background image OR a gradient that would span the 2 blues PLUS have tables/text/images over it:

Background images can't be stretched or changed in size by setting values. What I do with gradient images instead, is set a background color that exactly matches the color of the pixel at the very end of the image, so that the gradient has a perfect color to fade into. Assuming you need to gradient to fade top to bottom (the most practical choice), I always make the image only 1 pixel wide and make it repeat along the x-axis. (this cuts down on load time by caching the image)

There's a trick to it. Check this out...
How to stretch a background image?

Here's a demo...
