That depends on your skill level. If you're just learning to build websites, a template is a great place to start.
WYSIWYG editors are NOT a good place for newbies to start for many reasons: 1) they spew some horrific code and 2) YOU don't learn what you really need to know.
Learn HTML and CSS from the ground up, code by hand, then a WYSIWYG editor is a better TOOL to speed up your workflow.
