The best "idea" - don't use tables for layout and don't use inaccessible flash for your navigation.
Also, things like this - <p align="center"> are NOT allowed in the XHTML doctype, that's what css is for.
Your firetruck background photo is repeating because you have not given the table cell a defined height.
