If you go to http://www.templatemonster.com/website-templates.php and hover over a template it makes like an big bubble thing showing a big image of the thing you hoverd over, can i do something like that on HTML where i put my own image there and when someone hovers over it, it makes like a balloon thing.
I've got a Firefox addon installed called flashblock. I wasn't sure what you were on about until I enabled it in an area at the top of the page - then I saw.
This is achieved through flash, so no you can't do that in HTML, although drop down menus can be created via CSS. Stu Nicholls has a good technique for creating drop down menus in CSS (view source on his page to get the CSS you need).
you can do this thing with html but it require the use of javascript and flash.In flash you can make the image as required and then use the html onmouseover event. when you place the mouse over the image a ballon image is appeared.
Correct me if I am wrong but I believe that it can only be done in PHP and you would have to be good at .css and javascript for it to work in both ie6, ie7 and firefox.
