How cartoonish do you want it to be ? You can make a photo look like a comic-book kind of image. There are tutorials around for that.

Or if You think that You aren't good enough, try some of Photoshop filters.

But this method is not good for Your skill in image editing

Sorry to kinda hi-jack this post but on reply to gooon's post, how did you keep the colour on that 1st image? A seem to only get the result you got in the 2nd image. Good find though!

I'm not those image's author.
But, if you want to keep the colour, just click "Draw Color".

If you have Photoshop you can try it using the Smart Blur option and change Brightness/Contrast, or try to download some filters on the net.

I recommend it because Photoshop cann't get the same effect. Photoshop is a powerful software, but is not omnipotence.

I disagree.

First and foremost, the results of the aforementioned utility seem fairly mediocre, and are easily reproduced in Photoshop.

Secondly, literally anything you can think of can be done in Photoshop. It just requires skill and knowledge. I'll see if I can whip something up.

it, however, only works for a face (head) of a person, not
entire photo.

Corel Trace can do it too not that many use it black and white or color converts a bitmap into a vector art
