After many more hours I have came up with an improved heading and logo. I say it is about 90% done.

Hi, i like your logo, not sure if the writing outline part should be blue but not sure what other colour would look good so. I really like the left bit, circle ID with lighting strike that looks cool.

It looks like Impact with a couple of Photoshop filters like emboss. Am I right?

It looks confused... simplify! I know you've put a lot of work in, but I'm not a fan of that embossed, glowing, complicated style.

Actually I think dropping the outline altogether would be the solution. If you want to separate the lettering from the background, I recommend using a drop shadow. Try it out and see what it does for you.
