jab2_DR, if you are looking for a very capable suite, I would recommend JASC Paint Shop Pro. Note that we have a forum dedicated just to PSP on this forum -- click here.

But you can also use MS Paint to do some things -- depending on your platform and what you're out to do.

Can you give us more of a specific task you have in mind and that will allow you to get the answer suited to fit your task(s).
