I've always heard such wonderful things about www.istockphoto.com but I never personally used them. Best of luck!

There's a lot of kind-hearted people out there. Just go to a public place and then point and shoot. Very simple and easy. Why don't you try to take a picture with the beggars and give them food afterwards, a little charity work. What do you think?
If you decide to take pics of people yourself and want to use them on a professional level, it's best to get some kind of disclaimer from them giving you permission to use the picture of them, in whatever media you plan on using the picture.
Istockphotos.com has incredible photos, but a little more than I'm willing to spend. Usually I use google and flickr, and look for some non-copyrighted images.
I believe you can take pictures of the backs of people's head and use them without their permission. Maybe set off some kind of distraction away from the view of you and your camera and snap away.
