I got this computer a few years back in a bundle. It was only $800 so I figured something was going to be under par. My monitor is a HP w2207h LCD (I know they are bad for designing, but I hate CRT's, they're so bulky, and I have limited desk space), and my video/graphics card, is I don't know what. I know the chipset, I can't find anything other than that.
I went to vocational school for Graphic and Web Design and as far as I could tell when I was there we had pretty good equipment, all Dell and all our monitors were LCD. So that made me think it was probably my card and I was going to replace it, but I wouldn't even know where to start.

If anyone could help me determine the source of the banding problem, I would very much appreciate it. If it is my graphics card, if someone could tell me what I need to do to figure out which kind I need.

I blew up a portion of the banding so you could see it better, it's alot worse on the browser. I never had problems with this before, everything is turning a little bit more green, I think. I tried to attach this but it was too big, I guess. http://i29.tinypic.com/311kgec.png

So you took a screenshot, and the banding is still in the screenshot? It's the computer itself, not the monitor.

Hello Amanda,

I see the banded lines, but quite honestly even though the graphic has the banded lines the colors for me are more vibrant and crisper, then the graphic on the right side.

Actually in the image you posted it is a DPI issue as if it was your graphic card or your monitor you would see those lines on the other image as well. One thing that may help in the future is to design all your web graphics at a 300 dpi. This will cure the issue of pixel lines.
