GIMP or GNU Image Manipulation Program is free image editing software that can match Adobe Photoshop. I have been using it for almost 2 years in most of my graphic works.
I think for most it takes time to get used to it. I'm not a graphic artist or anything. But I also found it on par with PS for my uses. I mainly like the fact that it's free.

Being more of a programmer, GIMP my graphic tool of choose. Reboot from linux into windows just to make a graphic, too time consuming. GIMP has most of the normal graphics tools, plus various script to automatically make logo etc.
