Hello
I have one question, why do we need to send you the psd to qualify?
Thanks

Because of past experiences, the PSD itself will help qualify the winning bid to ensure quality of the design. An example off the top of my head; are design elements vector paths, or just placed graphics. Also this prevents reseller templates and screenshot edits.

For a moment there I was enthused.
WillStein; you're a design firm and you want people to send you layered PSDs via PM only, not posted within the thread.
I fail to see the necessity of this; your reasons are not sufficient justification to risk theft.
While I could simply stand by and choose not to answer or participate, I feel that others who may be more trusting or less jaded than I should be aware that this is not the norm and to use their best judgement when considering participating per the contest holder's terms.

Send PSD... lol... to me sounds like you want to get them and resell the ones you don't accept... just my opinion.

As mentioned this seems like a rip off; a real competition should be we publically post JPEG images with watermarks in them until payment; so I wont be entering

Well, I'm a little bit disapointed that there is such a lack of trust, I guess I just take things for granted. I do understand what is being said here, and since we're not trying to steal work, would everyone be happy if submissions did not require PSD? It seems like that is what is being said, and each of you does deserves that respect.
I am really sorry to create such a fuss for everyone here. I won't hold any negative statements against anybodies entries.
I hope this can work out for everyone, and even be a little fun.
Let me know if this is fair for everyone.

Now this is a little complicated situation, there are going to be proffessional designs in this contest and no-one wants to be ripped off. BUT I totaly agree with willstein that having the psds examined ensures the quality of the design, and I think that is nessesary when paying $300 for a design.
So, my idea is everyone to post their designs public like .jpeg or uploaded on a web-server, and the ones that are going to be the best, the ones that are needed to be examined, will be given (the psds) after an admin/moderator of the forum receives the payment, so we can be sure it's not a rip-off. And after the winners are announced the admin/mod will transfer the money to them...
I don't know about you guys, but I'm getting my PC warmed up

psd ? i don't think anyone in their right minds would send you the psd of their design.
you just want to examine if the layers are not rasterized ie. the work is original ?
If so, we can attach a screenshot of all the layers with the design in jpg format.

It's not about the layers, It's about the work, It's to ensure that the work is original, that you didn't just downloaded the images from somewhere, or that you didn't copy a design from other website, and that you didn't used a template.
As I said, If we know the money are transfered to a admin, we just can't get ripped off.

You all have very good ideas regarding the PSD's but its just not worth the complication. Originally, the idea was to just send them in, but that didn't work. The reason we can't send money to an admin/moderation is because sometimes these things are not fruitful as expected, and with honesty not all the time a site gets picked.
Here's a little more details regarding the project:
This site is a biography.
The winning design is likeley to have a very large image on the homepage, (meaning actual photographs), and finidng a very delicate way to present the information is a plus.
Nothing "irregular" basically. It should be clean, traditional, and delicate. Easy on the eye and appealing.
The site should be SEO friendly. This means that the navigation menu will be text when sliced-but thats not a problem in the design world.
Feel free to ask any questions if they are needed.
Let's make this fun, can't we?

Wuh, the fact that it is a personal site got me unexpected, but here is what I was up to:
Everything you see can be transformed/changed, the swirl in the top left corner is for illustrative purposes only, there will stay the site's logo, or in this case the a personal photo.
This is only the first version, I look forward to other button designs and improvements.
Any feedback/comment will be very appreciated.
