Yep, most of that is just using several shape layers on top of one another. The shading can be done in the layer blending options as can the stroke, to access these options right click on the shape layer and select "blending options"
Do you have any graphic design programs (Photshop, Paintshop Pro, Fireworks MX 2004)?
I strongly reccomend Photoshop....i use it alot.. i have all three but i never use PSP, i use fireworks to optimize my images for the web though..PS to create them
