WT doesn't require it, nor do most contest sites. It's been generally a given that rights to images that win contests transfer with payment, with the exception that the originator can display it as an example of his/her work. That's the way most design contest forums do it. I've not known of any contest holders that did that in writing since I've been co-moderator here.
