I am thinking about signing up to Google's standard edition for an adwords campaign, but can't information on how to set up a time limit or an upper cost limit for the adworss campaign. E.g. I only want to spent a certain amount of money for the campaign. Where or how can I set these upper limits?

Yeah it's called the "Daily Budget" when you set up campaign. If you already have one running and want to set daily budget, just click on the ad in your back office and then change the daily budget amount there, you'll see it at the top.
