It is going to be tought to convice Google to build a partnership with you at this time of your business. Chances are, Google has very strict application policies in place in order to become a sedo, etc.
Your best bet would be to use a lesser know progam like ABC Search. You can contact the ABC Search Business Development department. I am sure you will be able to begin a partnership with them in terms of your business plan. I had contacted them in the past in regards to this same business model and they do allow for this type of partnership.
Once you have built out a large network of domain portfolio owners, worked out any technology issues like click fraud prevention & tracking, I am sure you will have a better chance to work with google on this.
I am not saying you dont have a chance with google on this. Contact Adsense Support or Google's Business Development Department and see what they say. If it doenst work out, try ABC search or some other lesser known for the time being.
