These two are factors that make for a landing page that converts well in any PPC campaign, and as CTR is part of the QS, more clicks means a better QS.
The meta description comes into play again for improving CTR because it will be shown as the "snippet" on the "Search Network", and as such is your first chance at a "Call for action".
You need to make it easy for the QS scoring bot to determine the relevance between your campaign words/phrases and the words/phrases that are on the page.
"Optimising for Paid Advertising" is different to "Optimising for Search"
