Hi I have 2 add words questions that I really need answers to,asap

Goggle breaks down its add into the following sections...Campaign, Add Group and Variation.

I am running a campaign targeting 10 specific locations with 10 specific services.

If I want all of the adds, to run in all of the areas, all the time what is the best way to organize them?

At the moment I have the service as the campaign, then the locations as the add group then the add variations. Is this correct?

second question, for a service industry such as carpet cleaning, is there a time when people search and convert and a time when people browse.

I want to avoid the browsers and try to get the shoppers.
