It looks there is keyword stuffing but it may be more of a judgment call.

Placing images next to ads is not allowed?

Placing text next to ads is not allowed. What about if you have a line to seperate them?

Tough call. But then hopefully Google has a little less power over the "what if"s in your life than the IRS. Basically the images rule is to make sure people don't build sites to trick people into clicking ads that they think are part of the site content. Lieing, basically. So as long as you're not trying to cheat the system, ultimately, you probably don't need to worry about just how near they can't be.

I don't know if this violates Google's ToS but it certainly illustrates content scraping:
