No ...

There is no way of ensuring any CTR%. But things that help are specific kep words. Typically the more specific a user is searching the closer they are in the buying process.

For example say you sold Digital Cameras.

Digital Camera is a not a good word. Competitive and none specific.
Sony Digital Camera is better but still not that great.
Sony CyberShot DSC-N2 is even better! Not only should your CTR improve but your conversions should greatly increase.

I've had 34% CTR with a slew of very speciic keywords wrapped in " or (). with that said, I suggest you make spin offs of very specific keyword 'SENTENCES' and wrap em in quotes and paranthesis.

Keep in mind that CTR is NOT king. My most succesful campaigns are campaigns where I blast hundreds of keywords (very specific sentences) at a very low cost. Yes their position may be between 5 and 15 but in total I still get a great amount of clicks and at a low cost (CTR will be around 0.5 to 2% from my personal experience)
