Why would you see different ads? If the content on your page is the same and the people bidding on the keywords are essentially bidding the same and pointing to the ads to the same pages why would you expect the ads to change?
AdSense isn't a rotating set of ads. It's based on the content on your page. Google decides what ads to show based on the keywords they think are most relevant to the page. The specific ads will be determined by who's bidding on them, how much they're bidding, and some of the other quality factors Google uses on the AdWords side. If none of that has changed neither will the ads you see.
The only thing you have control over is what happens on your site. So you can rewrite the title, the text on the page, etc. It's no guarantee you'll change things enough to make you more relevant for a different set of ads and it's no guarantee if you do get new ads they'll get any more clicks or revenue than the current ones do.
