Would a small pop-under be a violation of Google adsense?

Sites showing Google ads may not contain pop-ups or pop-unders that interfere with site navigation, change user preferences, or initiate downloads.

Never mind Google AdSense. Why would you want anything that would upset your users and cause them to leave your site? Not to mention the idea of coding something that most popup blockers would kill in an instant.

If I were you, I'd look for another way to accomplish whatever it is you're trying to do.
