Yes, i read this post, But i have seen lots of websites using images near adsense ads to attract visitors to click on ads.

Using images near your ads so that it draws a readers eyes near your ads is fully allowed. Blending your ads in to your site so that readers don't "avert their eyes" is fully allowed. What you CAN'T do here is make people think that the images are directly related to the advertisement.

Something isn't bad, just because it increases your CTR. Infact Google recommends most things that improve your CTR. What you can't do is trick or coerce people into clicking your ads.

With images next to ads you can trick people in clicking, but blending ads with content can also trick people

I did this but I have a line between the ad and the image . Is this allowed?

This definately sums it up.
Basically you cannot use images associated with the adsense ads that make the user believe they are one in the same. Like the examples posted by stOx that show what looks like a typical visual navigational technique...like an image of a "wrench" that is next to an adsense link having to do with "tools"...it's deceptive an needs to be against TOs, like any deception. This behavior hurts AdWords users, inturn hurting AdSense users.
