It's the cost per 1000 impressions.

If you get 1000 impressions and have made $1 the CPM would be $1

I don't think it effects how much you earn, It's more of a giude to show you how much you do earn in relation to the amount of ppageviews.

thats how i understand it..

eCPM = effective Cost Per Mille

eCPM = (total adsense earnings/ total impressions) * 1000

It does not affect earnings, rather explains your earnings.

Does this help?

For further information check

It looks like to me the eCPM actually impacts earnings.

Formula:
Earnings = (Clicks / Page CTR) * (Page eCPM * .001)

Page CTR = Clicks / Page Impressions

Does someone else see it differently?

The question seems to be where is the data determinine the Page eCPM? I would believe it to be an average of the rates for ads either Page Impressions or Clicks.

eCPM is not a very useful measure. It merely tells you what you WOULD be earning per 1000 impressions, if you were being paid per impression, which you're not. It's not clear why Google shows this metric.

I had one eCPM yesterday that was $12,850, based on one click for $12.85. But I only got one click all day. So....so what? Great RPC but at the end of the day I only made $12.85 (for that page). Any other clicks on the ads on that page would almost certainly been for much less than $12.85.

(eC)(PM) = (Earnings/Page impressions) * 1000

and It doesn't affect your earnings, all it does is to give you an overview (an average) of how you earned when your ads were displayed 1000 times.

The eCPM as Mr Google difined it :

Effective CPM
Cost per 1000 impressions. From a publisher's perspective, CPM is a useful way to compare revenue across different channels and advertising programs. It is calculated by dividing total earnings by the number of impressions in thousands. For example, if a publisher earned $180 from 45,000 impressions, the CPM would equal $180/45, or $4.00. However, please keep in mind that eCPM is a reporting feature that does not represent the actual amount paid to a publisher.

eCPM is a measure of what you would be earning IF you were being paid per 1000 impressions, which you are not. It's based on the amount you've made so far and is not, as you've already found out, no measure of what you'll make on future clicks. The number is therefore, not very useful.
