Definitely. I once got a WARNING LETTER from Google Inc for using a popular traffic exchange program. Man, the way they wrote the letter, it was chilling. One warning was enough for me... lol...

im also lucky i also got one warning from google, then i didnt use surfing programs,by my thinkings these programs just give you impressions and nothing
A related question: if you have an autosurf/click exchange/etc program direct to a page without the ads is this grounds for banning as well? Whenever I contact AdSense for clarifications of the rules I just get a canned response copy/pasted from the Help Center that doesn't actually answer my questions.
Even if you don't get banned the traffic from those programs is useless. It might make your stats look nice, but the traffic itself is a complete waste of time. If you get links from any of those kind of programs they are generally equally useless and will probably hurt your site visitbilty in Google.
All those autosurf/autolink/etc programs are best to be avoided.
Yeah, I know the traffic is essentially worthless, but the inflated stats boosts my ego. Besides, If even one user gets to my site and finds it helpful or interesting then I've already benefited. My question stills stands for anyone who knows the answer.
