What do you think of this email someone got?

How on earth is it possible to send 1000 visitors to other site, and guarantee that all of them will click all the ads? nonsense. And his english is bad, he probably did not understand TOS lol

I have been in E comm for more then 8 years and can tell you this is one of the reasons why merchants who are "smart" would only engage in traffic generating media which pays off of a CPA (cost per aquisition) NOT a CPC or CPM.

This is not a surprise...

because he know he wouldnt be able to market it and this way he'll probably get 50% of all your adsense earnings whether his users click... All though any TOS he makes up wouldnt hold up in a court as this is against googles TOS ... so i dunno what i'm talking about... ignore me i need sleep...

Sounds like to me that the person is using some sort of automated clicker. They are software programs that send out thousands of clicks to 1 or more different URL's through a chain of proxy servers. If AdSense accepts proxy traffic, I'm sure they only allow a certain percentage. This way, a person finds someone already getting good, real traffic and then makes this offer to you thinking he/she won't get caught because your normal traffic keeps the amount of proxy traffic under a certain percentage.

Ask yourself this. If this person can generate this traffic and guaranteed hits, why on Earth would'nt he just do it himself? Why would this person need you? I'd pass if I were you.

OMG, that's like extreme frauds. So, I guess CPC rate is also no longer that much helpful for the business owners who wishes to advertise their business in a CPC basis.

This is a scam and should be reported to Adsense. It looks as if he will probably get his friends to click or something, which will be incentized and if everything went wrong he wouldn't really matter that much as it will be your account getting closed and not his.
