I doubt any of us out here work for Google so as such why on Earth would we know why your friend was banned from Adsense? Common way to get banned is to click on your own ads or get your friends to click on them. Their monitoring tools are sophisticated and if your friend thinks he can take a few bucks off of a multi-billion dollar corporation by being smarter than they are then he was wrong like all of those before him.
Chances of getting his adsense account back = zero. Even if he convinces you to apply for adsense and then put the code on his, site the guess what you get banned as well. They ban the site not just the individuals account.
Get his sister to apply or his next door neighbour or a stranger in the street then guess the result - banned! And note as your friend signed up to Google T&C's if did try and defraud Google then for the record, by breaking the T&C's he could face federal charges. If I was Google and wanted to protect my advertisers rights I'd come down on people far harder.
I've heard people say "well they won't track me down" - errr....what about the address and the bank details you gave when registering....
