Is it violating GA TOS to put adsense code on mp3 download site?

btw, i saw a lot of mp3 download sites that has google ads in there, i wonder how they keep survive

I also saw lot of sites offers free download stuff with adsense on it. One of them is they put the adsense ads on the link itself where you can download the song.
