If I create a site similar to blingo but everyone gets a small reward for searching using my google custom search engine am I in violation of google's terms and conditions. I tried searching on the google co-op terms but I can not find anything.
IOW you may not use any means to encourage clicks, including incentives.

It's basically, you can't encourage by any means internauts to click on any adds, which include search, ref, etc,... because advertisers are paying at the other end.
I would not even ask them if its legit, because you'll get flag as a potential scammer and on any nebulous thing happening to your account, you'll get ban.
