Is there any limitations for adsense CTR. I got low page impressions and high CTR my CTR is 10 to 15

There shouldn't be a limitation as long as the clicks are legitimate.

Agreed, mine won't break 2.9% (averaging between 110-150 views).

Do you recall checking a box when you signed up for adsense that said something like
"I agree to abide by the terms and conditions"

That's a high CTR. My CTR is very low in comparison with yours.
