Like the above thread states, you cannot use any type of programs that drive traffic to your site by means of incentives. This includes programs like Traffic Swarm, but can differ in their own way. Also, I've seen reports on DP from people using untargeted traffic purchases getting banned as well.

It is not wise to get traffic from such sites. It's agains the google tos.
