I.E. Does it work on online shopping sites that accept ONLY US cards such as the US iTunes store and NewEgg?

My question concerns any Payoneer card out there despite the country of its requester/holder.

The Payoneer card is a Prepaid Debit MasterCard, and can be used worldwide where MasterCard is accepted.

The address you provided during the original card application is the billing address for your card (so it would be different for each card).

So, if I use a US billing address, I can use it on US iTunes. But if I use a non-US address, I can't.

Is that it?

It would depend on the merchant, yes. If the merchant requires that your billing address be in a specific country, your card's billing address would need to be in that country for it to work. Payoneer would have no control over merchant requirements.
