Need A Pic Resized So I Can Use It On A Custom T Shirt

I need this pic resized to 2700x1800 200 dpi so I can use it on a custom t shirt can anybody resize with out without much quality loss.

Your source is way too small, and without enough DPI to do that.
How do you intend to have an acceptable 2700x1800 200 dpi from an 300x199 72 dpi source ?

You have to have good material at the start, there's not much magic in it.

I think the only way to do this is to have the picture photographed and use that.

you can't make that picture bigger and to keep the same quality.
