Simple Mom and Pop friendly interface.
Space on pages for popular ad sizes.
Payment system built in.
Can be installed on multiple sites.
Picture uploads.
Searchable
Space for descriptions.
Mysql backend.
Preferable Rails / AJAX built, but PHP acceptable.
Can be custom or modified script.
If modified script, must be open source and not included in fee.
