PHP Rating Script Wanted

I have tried learning PHP and MySQL but I am progressing slowly and really want to move on with my site and have someone else take care of this feature I want to have on the site.

Here is what I want:

My site is a recipe collection and I want users to be able to "rate" each recipe. So on each recipe page I want there to be a Rate this recipe form with a dropdown 1-10, the user clicks submit and the the vote is calculated and outputs something saying this recipe is rated X.X out of XXX votes.
