I need a local programmer that is familiar with website development. I really need an e-bay clone with some new designs implemented. I need a trustworthy person that is experienced due to the sensitivity of the idea. Basically the idea could be as big or bigger than e-bay in a short period of time.

This is a joke, right? There's are reasons eBay is as large as it is:

1) Longevity.
2) They advertise, bordering on spam, everywhere.
3) They are apparently their own sovereign nation.
4) They use a lot more than one programmer.

Sounds like what you want is to take an idea, rip it off, and get rich quick. That's not happening if that's your game.

Better idea would be to hire team rather then individual as the projects sound.
Their are plenty of Solution provider available you can opt any one of them.
since when the project grows it will need much dedicated team.
And You need to hire the team before the time since even experienced developer would take time to understand the process to give the best out of his capability
