Well becoming a web developer is not just an 'action plan'. You will need to have programing languages background (PHP, C++, PHP, XHTML / CSS), social skills, technology knowledge and other features that are related. If you do not understand the programing languages you will need to start there and understand whats used on Linux Vs. Windows servers and other elements.

I have the skills to create a website but I don't have the skills to do the prep work so I needed an example on how an action plan would look like.

Okay I guess I need more information exactly on what you mean by "prep work". Are you looking to start your own company? Do you need to know how to create legal documents, tax information?

There's a terrific article in Smashing Magazine which may help you. While aimed at web designers, I'm sure that there is much in common.
