I'm not sure if Plimus, Avangate, or any of the Digital River companies are doing this right now. I'm looking for a processor that can send declined transactions on to a secondary processor automatically.

For example:

One of my customers tries to sign up with Avangate but their information gets declined.

Instead of losing the sale or having to manually direct them to another third party payment form, on the decline screen it would give them the option to attempt to enter their information again or be directed to a backup processor.

If they chose the backup, Avangate would redirect to another company's join form, and all of the customers information would be auto-entered from the previous form(minus credit card numbers if appropriate).

Is there a processor doing something like that? It would be cool if it could track referal/affiliate codes when the customer gets sent to a backup join form as well, so the partner/affiliate still gets credit for the sale.

That's really an interesting question. Plimus uses multiple back-end gateways, so if something fails because one gateway is down, we will always try another. Also, if a deal is declined for something goofy (say, they put the state abbreviation in the zip field), we'll actually pursue them ourselves to try and 'save' the deal.

Not sure if that hits the pain point, but I'd say we do a decent job of saving every non-fraudulent transaction that comes your way!
