What source would I need to inquire with to find out about domains that are expiring? I notice there are several pay websites and software programs that claim this but I'm wondering who these "services" are getting them from.
Well these details are received from domain databases and registries I suppose. As you said there are many sites available free and paid. Try doing a search on expired domains through Google and then pick the one you think is worthy.

You need to watch out for some sites that claim that the domains have expired. Some say they have, and you think you are re-registering the domain however they just say that there has been a problem and you don't get your money back.

You may want to try http://www.deleteddomains.com/. Like FindExpired, it's completely free. I've used it in the past, although you have to be quick. It's pretty popular among the domain reselling gurus.
