From the way you explain it, I see 2 options:
1 - simply change the nameserver info as colbyt suggested. So the domain in question will stay with the current domain registrar. This is the easiest way to handle your situation but the only caveat is that you will have the domain and web hosting with different companies.

To answer your questions, simply changing the DNS servers is free unless your domain registrar is really shady and charging you to do it everytime. It shouldn't cost even 1 penny to simply do this regardless of how many times you do it.
2 - Do an actual domain transfer(this is when you move your domain name from one domain registrar to another. Basically, changing the company you pay your domain fees to. Not changing DNS server info.) to the new hosting service that you are going to transfer your site to. Depending on the hosting service you have selected, it should be free to do a domain transfer and they should have an option to transfer a domain when you order the hosting service.
If you are looking for a hosting service that will do this for you, check out the list of web hosting providers on my website, www.webhostingrevealed.com. Every single one allows domain transfers and has a support to guide you through it. Some will even do it for you. Best of all they will do the domain transfer for free.
Hope that helps & good luck!
