well, the first thing I would do is run a virus scan on your PC for any sort of virus (more specificaly, Trojan Horses, key stroke loggers and so on). Then I would contact the domain company you bought the domain from, and see if they will deall with the issue once and for all by trandfering the domain back into your name, and forcing you to choose a password that is next to impossible to crack. If the password has to be unde 8 characters or so - #DF$d3^&
I would also keep all emails sent from him to yourself, and send them to his ISP, informing then of his activities. Following that, swap your domain name over to a more reputable service such as godaddy.com or something.
